of Class III after much less than 12 years service. Officers so transferred to the new Class II would retain seniority vis-a-vis other officers now in Classes II and III exactly

as at present.

Serving officers in other Classes would retain their existing scales until promoted, unless they preferred

to transfer to the new scales.

Promotions to Class I or Special Appointments

should be on the new scales in all cases.

I have to request your approval of this scheme, to come into operation as from 1st of January, 1939. In anticipation of that approval Estimates for 1939 will be prepared on this basis.
